Dear All,
I like observing sundown. When I observe via lunt80 telescope or standard scope with Baader N5 Solar Shield, at he very sundown the view is very dark, almost black.
Then I tend to switch to standard scope or binoculars with Baader N3.8 Solar shield. The view is ok. Is it safe? Do I need additional IR/UV cut filter?

If the intensity of the sun at sunset is low, then yes the ND3.8 would be OK.
It is normally recommended that a ND4 is the minimum for safe visual observing.
